In Estonia, establishment, maintenance and holding of oil stocks is regulated by the Liquid Fuel Stocks Act (translation published on 15.11.2013) which was approved by the Parliament (Riigikogu) on the 17th of February 2005 and entered into force on the 9th of March 2005.

The following implementing legislation has been established on the basis of the Liquid Fuel Stocks Act (available only in Estonian):

• Regulation no. 106 of the Minister of Economic Affairs and Communications of the 18th of December 2006 The principles of operation of the oil stockholder and the procedure for the sale of the stocks to be offered for sale by the stockholder in the event of difficulties in supply (RTL, 2006, 92, 1713)

• Regulation no. 5 of the Minister of Economic Affairs and Communications of the 12th of January 2006 The principles of the arrangement the tenders for the establishment and storage of the oil stocks and the general conditions of  contracts involved with the oil stocks  (RTL, 2006, 7, 125 )
