Estonian Oil Stockpiling Agency

The Estonian Oil Stockpiling Agency (OSPA) is a company established by the Government of the Republic on 15 April 2005 on the basis of the Liquid Fuel Stocks Act for the purpose of establishment, maintenance and holding of the compulsory oil stocks of the Republic of Estonia. OSPA is a legal entity governed by private law. Its shares belong entirely to the state and the shareholding is governed and shareholder's rights exercised by the Ministry of Economic Affairs and Communications, which in the general meeting of shareholders is represented by the Minister of Economic Affairs and Communications.

Upon establishment, maintenance and holding of the compulsory oil stocks, OSPA shall adhere to the Liquid Fuel Stocks Act, which entered into force on 9 March 2005, and the implementing provisions established on the basis thereof.
